Planning expert with experience advising the government on dozens of Development Consent Orders for Nationally Significant Infrastructure Projects.
1st September 2025 – Leading multidisciplinary development consultancy Pegasus Group has today announced the appointment of Naomi Williams as Development Consent Order (DCO) Director – Planning, strengthening its planning leadership.

Naomi joins Pegasus Group with over 15 years’ experience in infrastructure planning and advising ministers on Nationally Significant Infrastructure Projects (NSIPs).

Naomi’s appointment signals Pegasus Group’s strategic move to expand DCO advice and delivery beyond energy into transport, water, waste, business and commercial projects.
Major Projects and Sector Experience
Naomi has worked on over 30 DCO applications in government and has led projects in offshore and onshore wind, ports, airports, gas pipelines, nuclear power stations, gas-fired power stations, energy-from-waste, major roads, and electricity transmission networks.
She has extensive experience advising on ministerial decisions on NSIPs and served as the lead core planning expert on DCO project teams. Naomi is based in the Group’s London office and is a Member of the Royal Town Planning Institute.
The Government aims for 95% of UK energy to come from renewable and low-carbon sources by 2030. Delivering these targets will require many complex DCOs, and Pegasus Group plans to increase its share of this work, with Naomi’s appointment a key part of that growth strategy.
In the coming months, Naomi will work alongside Paul Burrell, Pegasus Group’s Head of Planning, and Chris Calvert, Planning Head of Energy & Infrastructure.
