Planning expert has advised government on dozens of Development Consent Orders for Nationally Significant Infrastructure Projects
1st September 2025 –Leading multidisciplinary development consultancy, Pegasus Group, has today announced the appointment of Naomi Williams as Development Consent Order (DCO) Director – Planning.
Naomi joins Pegasus Group with over fifteen years’ experience in infrastructure planning, advising ministers in Government on Nationally Significant Infrastructure Projects (NSIPs).
Naomi’s appointment signals a strategic move by Pegasus Group to expand advising and delivering DCOs beyond the energy sector and into transport, energy, water, waste and business and commercial projects.
Naomi has worked on over thirty DCO applications in government, including leading on projects in offshore and onshore wind, ports, airports, gas pipelines, nuclear power stations, gas-fired power stations, energy from waste, major roads and electricity transmission networks.
She has extensive experience in advising on ministerial decisions on NSIPs, and worked as the lead core planning expert on DCO- project teams. Based in the Group’s London office, Naomi is also a Member of the Royal Town Planning Institute.
The Government has set an ambitious target of 95% of the energy generated in the UK to come from renewable energy and low carbon sources by 2030. Meeting infrastructure targets such as this will require a high number of complex DCOs to be delivered. Pegasus Group aims to significantly increase the share of this work it undertakes, with Naomi’s appointment forming a key part of this growth strategy.
In the coming months, Naomi will be working alongside Paul Burrell, Pegasus Group’s Head of Planning and Chris Calvert, Planning Head of Energy & Infrastucture.
