Pegasus Group has secured two separate planning permissions for Dicentra Developments from Winchester City Council for 65,000sqft of new flexible employment use across five buildings on Darnel Road as part of the West of Waterlooville Major Development Area (MDA).
Outline planning permission was originally granted in 2006 for the MDA for a mix of housing, employment and open space. Since then, the housing and open space elements of the MDA have been granted and developed by Taylor Wimpey.

The latest permissions for Newlands Business Park fulfil the employment element of the original outline planning permission and help realise the full development potential for the two sites as part of the overall masterplan for this planned growth area.
Pegasus Group led the pre-application and consultation stage, coordinated the planning application submissions and led on post-submission negotiations both in relation to the planning application and the legal agreement.
Raof Daud, Managing Director of Dicentra said: “These planning permissions represent the latest phase in the delivery of Newlands Business Park. Our aim is to provide flexible, high-quality employment space across larger and smaller units that can respond to the local market.”
The approved schemes also allow for the potential of delivering indoor sport, recreation, and health services to Waterlooville.
Pegasus Group worked with Martin Ralph Architects, Paul Basham Associates, and SRE sustainability and energy consultants.
