Owners of family homes and landlords of houses in multiple occupation (HMOs) in Birmingham should be aware that Birmingham City Council have confirmed a city-wide Article 4 direction will come into effect from Monday 8 June 2020.
From this date, property owners wishing to convert a family house (Use Class C3) anywhere within the Council’s administrative boundaries into a small HMO accommodating between 3 and 6 people (Use Class C4) will need to apply for planning permission.
The Council has also asked that landlords of existing small HMOs declare this to them and provide details of the property and evidence to show that it is an existing HMO before the Article 4 direction comes into effect (i.e. before 8 June 2020).
