Project overview
The project comprised 547 homes, delivered by three separate housebuilders, a substantial town park, associated public open space and infrastructure with a primary school and care facility to be delivered in the future.
Outline permission had been granted for the entire site. Following the initial phase 1 Reserved Matters application, Pegasus was instructed to prepare design proposals for the balance of the site, covering both urban design and landscape design.
The vision was to create a high-quality, attractive development with its own identity, rooted in a “landscape-led” character that matures well over time and with local references.
Bolsover North drew upon the combined expertise of Pegasus’ Design and Environment teams.
The challenge
The project’s primary challenges involved reconciling Bolsover District Council’s design aspirations and evolving highways guidance, while ensuring a viable, deliverable framework for three developers that maintained a unified, holistic vision for the site.
Alongside this, the design needed to transition from an urban character near the town to a softer, “garden suburb” feel at the countryside edges.
The solution
Pegasus Group worked closely with Persimmon Homes, Strata Homes, and Stancliffe Homes to understand their unique requirements, integrating them into a coherent design and meeting the expectations of the local authority.
This involved an iterative and collaborative approach with the local authority. The team presented hand-drawn sketches early in the process so the council could provide feedback before delivering detailed designs, while also advocating for the housebuilders’ requirements.
As the main piece of infrastructure, the primary street links the key features of the development. It was designed not as a standard street but one which responds to different elements of the project to help draw everything together. A tree-lined boulevard, encompasses cycle infrastructure and different surface treatments responding to desire lines, all leading to the Town Park, which is a central unifying feature. This is a multifunctional space and destination with formal planting, children’s play and recreational spaces, cycle routes and a community orchard.
Pegasus’s Environment team led on the development of the public open space, including Town Park. It is designed for the future with SuDs (sustainable drainage systems), biodiversity, and inclusivity in mind.
The application received a resolution to grant permission in early 2026, and Pegasus Group continues working for the three housebuilders, delivering further detail, such as on-plot landscape design.
Sam Jones, Managing Director for Stancliffe Homes, said: “We’re delighted to have secured reserved matters planning approval for the second Phase of this flagship development in Bolsover alongside our partners at Strata and Persimmon Homes. Pegasus provided invaluable design support throughout the scheme and helped us navigate rigorous urban design requirements, to deliver a design led development that the local community can be proud of.”
