Project overview   

Sniperley Park is a residential scheme of up to 370 homes and part of a wider strategic urban extension outside Durham.  

Working as part of a large, multi-disciplinary consultant team, Pegasus led on all aspects of urban design for an outline planning application, a hybrid planning application and subsequent public inquiry.  

This included masterplanning, detailed site layout, house-type design, and supporting detailed design matters for the hybrid application.  

The outline and hybrid applications were submitted almost simultaneously as part of a coordinated planning strategy. Pegasus’ urban design team subsequently represented Bellway Homes on all urban design matters at the public inquiry, where robust design evidence was presented. Planning permission was ultimately granted, with the scheme allowed by the Secretary of State. 

The challenge

This particular site is part of a larger strategic allocation of land for a residential mixed-use development. It is a complex site, and the council’s preference was to bring forward the entire allocation as one, but this wasn’t practical.  

As a result of separate land ownerships, parcels of land were being developed separately, so a collaborative approach with the adjacent applicants’ consultant teams was required. 

Bellway Homes were keen to see the development move forward, which required Pegasus to deliver detailed designs very early in the process.  

Some of the more detailed design matters involved ongoing discussions with the local authority.  

The applications also ended up in a public inquiry, with combined appeals being lodged. 

 

The solution 

Pegasus was proactive in leading discussions and sharing sufficient relevant information with wider consultant teams, both those acting for Bellway and those acting for the adjacent applicants.  

This collaboration ensured a high-quality, holistic design and that it was viable for Bellway.  

As a result, the design evidence provided at the joint public inquiry was consistent and comprehensive, ultimately helping secure planning application.
