Key Project Information
- Pegasus Group provided urban design, landscape design and planning services for a Reserved Matters application for this residential development at the former Howard Community School site, Bury St Edmunds.
- The redevelopment of site includes 79 dwellings, a new Community Centre with associated parking, open space, landscaping and infrastructure.
- The proposals received unanimous approval from members at February 2020 planning committee.


Outline consent was granted on 11th October 2019 for the redevelopment of site to provide up to a maximum of 79 residential units, a new Community Centre also incorporating a replacement Carousel Children’s Centre, with associated parking, open space, landscaping and infrastructure.
Working closely with officers at West Suffolk Council, Pegasus Group undertook multiple pre and post application meetings to ensure a robust, successful detailed design could be achieved. Pegasus Group revised proposals to reflect advice from range of officers which included highways, urban design, landscape, design against crime, strategic housing and case officer. A key element of the detailed design proposals comprised a new Community Centre, with proposals carefully coordinated alongside construction phasing to ensure the continued use of the community service, with the existing Community Centre set to be demolished as part of proposals, but only after the new centre was constructed and ready to move into.
The Community Centre proposals evolved through extensive consultation with the project team which included local community representatives, West Suffolk Council, the Newbury Community Association and the Carousel Children’s Centre. The Community Centre comprises a main hall, social club, bar, kitchen, committee room, community café, office Space, multi-purpose hall and children’s play room.
