Permission was granted at appeal for the erection of up to 54 age restricted dwellings (for people aged 55 and over) including 40% affordable housing and communal facilities.
Our economics area of expertise was instructed to assess the five-year housing land supply position, the need for affordable housing and the need for specialist accommodation for older people in support of the planning appeal.
The story
Following the failure of the Council to determine the planning application in the statutory period, a s78 appeal was lodged, following which the Council resolved that it would have refused the application if it had still been the determining authority.
In the lead-up to the appeal, our economics team worked collaboratively with the Council to agree that there was a need for specialist housing for older people such that the principle of development was supported by the Development Plan. In light of this and other matters of agreement, the Council agreed that the appeal should be allowed subject to securing the appropriate obligations.
