Pegasus Group Supplies ‘Robust Evidence’ To Secure Full Permission

Full planning permission has been approved for a site manager’s accommodation unit at a camping and caravan park near Bridlington in East Yorkshire.

East Riding of Yorkshire Council approved the application at Scenic View Caravan and Camping Park in Burton Fleming thanks to ‘robust evidence’ provided by Pegasus Group.

Senior Planner Peter Hopkins, from Pegasus Group’s Leeds office, said: “The planning application submitted by the architect had run into difficulties with the local planning authority. East Riding of Yorkshire Council was requesting robust evidence that the Caravan and Camping Park was a rural-based business, generating enough income and making enough investment to justify the siting of a worker’s dwelling in the open countryside, outside of development limits.

“Pegasus Group put together a report setting out why the business required the manager’s accommodation unit, and crucially gained the support of Burton Fleming Parish Council who wanted to ensure that the site was properly managed by a full-time employee, in order to deal with noise complaints to preserve local residential amenity.”

The Assessment of Needs Report set out how the site’s ownership had changed, and that the site no longer benefitted from being able to use an adjacent farmhouse as manager’s accommodation. It showed what investment had been made by the applicants in terms of cleaning the site, and investments in site infrastructure such as new drainage, water supply, electricity points and a new toilet and shower building.

Peter added: “Without setting out the wider planning benefits of the scheme and the sensitive financial data on the levels of investment that had been made by the applicants for business growth, the proposed manager’s unit would not have gained full planning permission against the rural exceptions policy within the East Riding of Yorkshire Local Plan – Strategy Document (2016).

“We are therefore very happy that our supporting planning work gained the site permission for the manager’s unit.”

The Scenic View Caravan and Camping Park, formerly known as Bobbybee Caravan and Camping, can accommodate up to 40 touring caravans as well as offering camping facilities and caravan storage. The Park changed hands in 2017 and the new owners are in the process of making significant improvements including adding a new toilet and shower block and locating a site manager at the Park 24 hours a day, seven days a week.
