Pegasus Group Secure Full Planning Permission For 290 New Homes In Leicestershire

Pegasus Group assist Persimmon Homes to secure full planning permission on appeal for 290 dwellings at Fleckney, Leicestershire.

The LPA objected on grounds that the proposed development on greenfield land outside the settlement boundary would cause harm to the character and appearance of the area. The County Council alleged that the loss of ridge and furrow earthworks which formed part of a Priority Township would amount to substantial harm to a non designated heritage asset which they considered to be of equivalent status to a scheduled ancient monument (NPPF 133 and 139).

The Rule 6 party raised concerns on landscape impact, accessibility and development being within an emerging Neighbourhood Plan Area of Separation. The Inspector concluded that the adverse effects would be minor and would not outweigh the benefits, including the provision of market and affordable homes to which the Inspector afforded substantial weight.

The witness team included Executive Director, Andy Cook (Environment), Director, Gail Stoten (Heritage) and Director, David Hutchison (Planning).
