Nigel joined Pegasus Group in 2012, bringing experience of working within planning consultancy since 1999. Prior to this Nigel was a planning policy officer in local government, at York City Council and Preston Borough Council.
Nigel has significant experience of promoting developments through development plan representations, planning applications and planning appeals. He has worked for a diverse range of clients, within development sectors including retail, residential, commercial, education, health and telecoms.
Key experience includes the preparation of technical planning reports. Nigel is experienced in retail impact assessment, housing and employment land assessment, housing needs and affordable housing studies and environmental impact assessments. He has also successfully gained planning permission for projects affecting listed buildings, conservation areas and within green belt locations.
Notable projects include a 50,000 sqm steel fabrication facility in a greenfield location in North Yorkshire, which was promoted initially though the development plan, followed by a planning application; secondary schools within the Sheffield BSF programme, including 2 in green belt locations; and a major mixed use retail, leisure and office scheme in Chesterfield, providing a new stadium for Chesterfield Football Club and a 10,000 sqm foodstore.
Nigel provides expert witness evidence to planning inquiries, hearings, development plan examinations, compulsory purchase proceedings and tribunals. He provided verbal evidence to the country’s first Community Infrastructure Levy examination at Newark and Sherwood Council.
