Neil joined Pegasus Group in October 2014 as a Principal Planner and became an Associate in January 2017, before becoming a Director in January 2019. Prior to this Neil was employed by Wiltshire Council as a Manager, responsible for establishing the objectively assessed need for housing and for representing the Council at Section 78 appeals in regard to housing land supply. Since joining Pegasus Group, Neil has represented a broad range of clients through the Local Plan and Neighbourhood Plan processes, ensuring that policies support the development interests of each client. He has a detailed understanding of planning policy matters and a particular expertise in housing related policy matters. Neil has a wealth of experience in representing clients at Section 78 appeals, specialising in the existence or otherwise of a five-year housing land supply. Neil also assesses the socio-economic and economic impacts of development proposals to inform mitigating measures and to assess any residual impacts.
