Pegasus Group was instrumental in securing the allocation of land at Copperfield Road, Chelmsford, for residential development and shaping the development parameters set within the North Chelmsford Area Action Plan.
Extensive pre-application discussions were undertaken with Chelmsford City Council, Essex County Council Highways and the local community. Key topics included road proposals and how the scheme interrelates with its surrounding context, especially with the Countryside Properties residential scheme to the west of the site.
A hybrid application was prepared and submitted by Pegasus Group in October 2014, which sought outline permission for up to 198 homes, while detailed permission was sought for the realignment of Chignall Road junction to allow a new link road to the north of the existing Hollow Lane.
The Council resolved to grant planning permission, subject to a legal agreement, in February 2015.
