Pegasus Group has secured Full Planning Permission on behalf of the Royal Borough of Kensington & Chelsea (RBKC) for a new ‘flagship’ mixed use civic building comprising a new Library (ground floor), Youth Centre (1st floor), Secondary School (2nd and part 3rd floor) and Multi-Use Games Area (3rd floor) in Ladbroke Grove, North Kensington.

Pegasus Group were appointed as Planning consultant by Mace to guide the delivery of a new and improved facility for RBKC’s frontline services to address existing underutilisation and inaccessibility of existing library and youth service facilities in North Kensington, at no additional cost to the taxpayer.

Pegasus Group prepared a ‘Planning and Consultation Strategy’ at the outset and led this complex mixed-use development through an ambitious programme of Pre-Application engagement and Design Review, working closely with the project architects (Piercy & Co) and RBKC’s Planning, Design and Technical Officers to ensure the new civic building met the highest standards of design and sustainability.

Being a Council-led project, the scheme was subject to considerable scrutiny and accordingly Pegasus Group coordinated the project team to prepare a comprehensive Full Planning Application covering matters such as design, air quality, transport, noise, sunlight/daylight, ecology and trees, archaeology and heritage, land contamination, energy, overheating and sustainability, site waste and servicing, community access, flood risk and community consultation.

This was a surprisingly contentious scheme given its perceived association with the closure of the existing and much loved Grade II Listed Library over the road. However, Councillors welcomed the scheme as a new civic building of the highest design quality, that is accessible to all and that will safeguard future investment in frontline services (through the leasing of third-party education space).

The ‘front-loaded’ strategy proposed by Pegasus Group ensured that the Application was determined within 10 weeks of submission, well in advance of the statutory deadline. Pegasus Group is currently busy discharging the pre-commencement conditions attached to the Planning Permission to ensure the expedient delivery of this new civic building that will act as a real focal point for the community of North Kensington.
