Pegasus Group has secured planning permission for the much anticipated ‘Marvel Avengers S.T.A.T.I.O.N’ at the ExCeL Centre in London.
The Marvel Avengers S.T.A.T.I.O.N (Science Training and Tactical Intelligence Operative Network), is an immersive experience that allows visitors to step inside the popular movie franchise and train up the next generation of Superheroes. Highlights of the experience include simulated flights and fights in Iron Man’s suit, battling Ultron and testing your strength inside the Thor Observatory. The Avengers S.T.A.T.I.O.N has previously enjoyed success in China, Australia, the USA, France and Sweden.
Pegasus Group secured full planning permission and advertisement consent for the Temporary Interactive Exhibition Centre on behalf of the MJR Group, a worldwide event promoter, venue operator and entertainment industry innovator.
Working to a very tight deadline to ensure the show opened on time, Pegasus Group quickly identified the issues associated with the development and began work to address the matters relating to Planning, Transport, Economics and Employment.
We worked closely with the London Borough of Newham to quickly resolve all issues raised by consultees to ensure the Application was taken to the first available Planning Committee just 4 weeks after submission and where Local Councillors voted unanimously to approve the application.
Pegasus Group’s transport team, working closely with our colleagues in Planning and Economics, were tasked with preparing a detailed Transport Assessment in one week. The submitted Transport Assessment (TA) reviewed the local highway, walking, cycling and public transport networks including for confirming the existing capacity on the Dockland Light Rail services and adequacy to accommodate the additional trips that would be attracted to the Avengers S.T.A.T.I.O.N. The TA also confirmed the proposed access arrangements, car and cycle car parking provision including for a review of the current overall car parking capacity of the wider ExCel London complex and demonstrating that it has sufficient spare capacity to accommodate the parking demand associated with this scheme.
The TA was also able to demonstrate that future customers at the Avengers S.T.A.T.I.O.N, by liaising with employees at the wider ExCel London complex, would travel predominantly by sustainable transport modes and would not have any material impact on the operation of the local highway walking, cycling and public transport networks.
The end result was a planning permission secured for a major leisure scheme in just under a month and which was not subject to any planning obligations or ‘pre-commencement’ type planning conditions, allowing the Applicant to commence work on-site immediately.
